The Brown Report (2013)
The Brown Report is an independent investigation into animal research at Imperial College, published in 2013.
The NC3Rs agreed to host this report at the request of the Brown committee.
In April 2013 the British Union for the Abolition of Vivisection (BUAV) published allegations about the conduct of research using animals at Imperial College London, following an undercover infiltration of one of its animal facilities. The allegations triggered a number of actions. This included the College inviting Professor Steve Brown, Director of the MRC Mammalian Genetics Unit at Harwell, to establish an independent committee to review the framework for its management and oversight of animal research.
The committee began its investigations in July 2013 focusing on issues around ethical review, culture, management and leadership. It did not address the specific allegations raised by the BUAV. The committee published its report in December 2013. While primarily aimed at Imperial, the report includes recommendations which should be relevant to all organisations using animals in research.
